Horticultural Operations Manager

Job Purpose:

To lead and manage the CWGCs operational commitment in Indonesia, implementing organisational policy, including that relating to the application of approved working practices, health and safety and environmental standards and policies relating to corporate objectives.  And in doing so, ensure the dignity of the cemetery and memorial are maintained and public safety is ensured.

Direct Reports:

Head Gardeners, Ambon and Jakarta and indirect line management to Gardeners.

Other Key Contacts:

·       Responsible to the Regional Manager, Asia Pacific and Area Management Team

·       Line Manager to two head gardeners and gardening staff.

·       Liaison with colleagues within AAPA and Head Office as necessary.

·       Receive and assist visiting dignitaries, war veterans and relatives.

·       Maintain and develop contacts with local authorities, contractors or individuals where these may be of use in facilitating the Commission’s work.

·       Liaise with officials of all nations in the arrangements for Remembrance Day services and ensure the Commission is recognised and included at the earliest stages of planning.

Financial Responsibilities:

Produce and sign off monthly accounts in accordance with current accounting practices and within agreed delegated regional budget and delegated financial authority.

Jakarta with Occasional trips to Ambon

Must be willing to travel within country and to other overseas countries, sometimes at short notice. Valid passport and full car driving licence required.

COMMISSION BACKGROUND

The Commonwealth War Graves Commission (CWGC) honours the 1.7 million men and women of the Commonwealth forces who died in the First and Second World Wars, ensuring they will never be forgotten. Our work commemorates the war dead, from building and maintaining our cemeteries and memorials at 23,000 locations in more than 150 countries and territories to preserving our extensive records and archives. Our values and aims, laid out in 1917, are as relevant now as they were 100 years ago.

KEY RESPONSIBILITIES AND ACCOUNTABILITIES OF THE ROLE

 

Accountable for the effective operational management in Indonesia

 

  • Actively support the implementation of the Area Business Plan.
  • Maintain accurate cemetery technical data and plans.
  • Day to day leadership of the horticultural staff, ensuring that the standards of maintenance specified by the Commission are met as efficiently and economically as possible.
  • Organise, plan and control the horticultural and caretaking work of the gardening staff, leading the gardening teams in the day to day work to be carried out.
  • Supporting the Regional Manager, Asia Pacific in organising, supervising, and carrying out horticultural maintenance and administration including HR, Finance and External Communications.

Accountable for the compliance with Commission standards and environmental best practice

 

  • Promote safe use of horticultural equipment; record accidents, near misses and take appropriate action to effectively manage risk.
  • Submit monthly accounts, together with progress reports and funding requests.
  • Provide Area Office with details on changes to local legislation, conditions of employment and pay data.
  • Liaise with Clearing Agents and authorities to obtain documents/permits for the clearance of equipment and supplies through customs and the distribution to other sites as required.

Ensure health and safety practices comply with Commission standards through

 

  • Champion health and safety procedures and complete all necessary documentation. Uphold environmental policies.
  • Promote staff understanding and compliance with Global H&S Standards. Work to implement ISO 45001 for Health & Safety Management. Collate and provide information as required of the Area Health & Safety Action Plan.

Accountable for ensuring staff and contractors are managed to ensure operational objectives and standards are achieved and maintained whilst demonstrating value for money

 

  • Encourage high levels of staff performance.  Identify training needs and ensure the required training is delivered.
  • Carry out staff training as required in all aspects of the work.  Undertake the practical implementation of organisational policy, including approved working practices.
  • Maintain discipline and complete accurate records. Escalate issues to line management as necessary. Instigate disciplinary action when required, dealing with minor infringements of policy, investigating and referring more serious matters to Regional Manager, and AAPA HR Dept.  
  • Administer routine Human Resource functions: induction, training, absence management, disciplinary action, informing AAPA-HO of any issues including notifying HR of any changes to local labour and/or payroll legislation

 

Represent on the Commission’s interests in Indonesia.

  • Support Sector Manager with preparations for high profile visits and ensure the Commission is recognised and represented in the preparation of ceremonial events.
  • Represent the Commission at meetings and outside events as required. Liaise with diplomatic missions and advise organisers of commemorative events.
  • Welcome and accompany VIP visitors as necessary.

Finance and Risk Management

 

  • Ensure that all work practices are risk assessed, COSHH assessments are in place and LOLER and PUWER checks made at defined intervals with guidance from Consultancy Services Department when required.
  • Maintain effective working relationship with local bank/client manager, to ensure efficient financial/local banking process and procedures.

Team Performance

 

  • Manage the performance, development and standards of behaviour.
  • Identify staff training needs and highlight any skills gaps.
  • Deliver training in order to maintain and improve the staff skills base.
  • Conduct regular team meetings to update staff on all aspects of operations.

 

Job Functional Knowledge

 

  • A significantly experienced manager with the ability (typically following attainment of a university degree), to understand and apply procedures within their own discipline; whilst also demonstrating a broader basic knowledge of this requirement in other disciplines.
  • Have a sound working knowledge of the Commission’s maintenance standards, and methods of work.

 

 

Business Expertise

 

  • Demonstrates an ability to understand own cemetery team and how it relates to and interacts with others within the sub-function. Demonstrate a flexible approach to working hours if required, so as to accompany visiting managers, VIP visitors and represent the CWGC at events as required.

Leadership

  • Responsible for providing training and performance coaching to team members, overseeing the cemetery work in progress, and contributing to employee pay decisions/changes.

  • Demonstrates an ability to make judgements based on experience and practice; evaluating and selecting from appropriate options in circumstances not foreseen.

  • Impact on CWGC objectives through his/her influence in decisions and a shared responsibility for the end results; whilst some accountability is placed on financial or resource planning.

  • Own work reflects the performance and effectiveness of the cemetery team as a whole. Direct impact on Asia Pacific region but withy wide-ranging visibility and impact across AAPA

  • Demonstrates comprehensive communication and diplomacy skills required in the exchange of complex information (i.e., sensitive information; information that may need to be translated to team members) to both own team and external stakeholders.

PERSON SPECIFICATION

 

Education, Knowledge and Experience

 

  • A relevant recognised technical qualification or relevant experience working in a supervisory position.
  • Good command of written and spoken English language, in addition to high level of literacy in their first language.
  • Knowledge of organisational policies, horticultural and works standards and practices.
  • Project Management skills.
  • Competent in Excel and general IT skills.
  • A good understanding of practical Horticultural practices (specific Commission training will be provided).
  • Ability to work with a high degree of autonomy.
  • Proven reliability, honesty and integrity.
  • At least two years’ work experience in team management in a horticultural environment.
  • 6 years’ experience working in horticulture, with at least 3 years directly managing a team in a horticultural environment

Skills and Abilities

 

  • Leadership - Provide hands-on instruction and direction to head gardeners and teams.
  • Communication - Develop productive relationships with staff, local officials, outside agencies and dignitaries at all levels to ensure the smooth running of the region. The ability to take dignitaries for cemetery tours tailored to their interests.
  • Personal Effectiveness - Organise own work to meet deadlines set by the Area Management Team. Willing to accept increased responsibility, for the interests of the Commission.
  • Planning and Organisational Skills - Able to prioritise the allocation of resources in order to successfully execute agreed work programmes. Is sensitive to the need to work flexibly and uses resources wisely and economically.
  • Service Delivery - Excellent administrative, numerical and IT skills and promulgates sound H&S practices, providing the service required by the general public and Area Office.
  • Resource Management - Work within a budget, and provide accurate reporting, tracking and management of country finances. Negotiate keenly with local suppliers to ensure best value for the Commission.
  • Application of Specialist Expertise - Use knowledge effectively to take forward the Commission’s Corporate Objectives. Keen and open to developing new skills by taking part in training and development but should know where to seek specialist advice when required.
  • Management Skills - Monitor standards and conduct, provide coaching and assistance to motivate staff to give their best. Deal effectively with poor performance.  A good team worker who recognises the contributions made by others and will not tolerate and unacceptable behaviour.
